This can be added with a mod and is a rather interesting idea for a skill tree. Existential damage isn't that represented as it stands though. Your ratios on the first two skills are pitifully small though, I'd make it something more like 0.25 and 0.35 and then those are still weak but not so weak. Consider that as it is right now if you managed to get 70 magic power you'd do a total of 10 and 15 damage respectively which is not much at all.
