+1, at least allow the player to train female soldiers if they want, if the fatherland doesn't want to that's their problem. Just make female soldiers not to carry their babies into the training room and / or combat.
I had just assumed that the female soldiers were flat chested and had beards. What would be wrong with that?

Yeah, I feel that female soldiers should, at the very least, be optional. Allows the players a way (like a civic or law) to enable them or just make them available from the get go (but should probably be rare). Frankly, I feel pretty much anyone could be able to do anything in your city/civ/whatever.
Seems to me Gaslamp want a somewhat egalitarian society to be the base for this game, hence the equal representation. I think - based on their attitude both in and out of games - that making things optional for each gender would go against what they're trying to do.
