I must say "This is stupid" when i saw a mod with a description said "I don't wanna spoil the fun, so I'm not gonna say anything of what these skills are actually doing". So what? Why do u even think I should take time to test a skill that might turned out to be as stupid as its description? And, how could I even test out all the details of a skill? Like what the damage is scaled with, you could never know except u take all the trouble read though the xml file; and like what's the possibility of every buff and debuff; and like something unique u need to do to trigger the skill, and certain feature u will rarely find out unless u've been told. And that's actually what matters. So please just write down what ur skill does in the description. Well, i can think of one reason u don't, cuz u think ur skill really sucks, so without a description at least someone will try it out. And something irrelevant, I only find one skill with "mute" or "silence" feature, i usually have to at least take one skill with mute for the boss fight, and a skill with mute or teleport or healing will no doubt greatly increase the possibility I test that skill out.
Take it up with the author themselves, ranting on the forum won't help. And it's really not that difficult to look up them skills on the xmls if you're that serious about it.
Then you can nicely ask the creator of the mod in his/her post to go in to more depth of what the skill does. Or, as your next misguided act, you can punch your mailman in the face when your girlfriend breaks up with you via text message.
You're gonna have to take it up with the authors themselves. Most, if not all the mods on these forums have skill descriptions, but I can't speak about Steam Workshop.
