Even my wizard, from burglary and archaeology alone, has like ~60 sneakiness. Other than a few special enemies, most things just seem to ignore me.
My pystrologer is almost at Dredmor and has tons of maxed out trees. May as well wait for these to go live to kill him.
Why maces? Maces offers little in terms of countering, and if you knock them back you can't counter. Better off with swords.
Easiest build up until floor 6 or so, where those blue meanies hit you for ~30 damage and have a really high counter percentage.

I had a ring, not sure if it was unique or anything, but it had every attack type on it. Doubt there is a cap.
Dual Wield is more of a "get and forget" skill, since it does add quite a bit for that first point, but any more is 'meh'.
