I don't know how easy this would be because the two speeds seem closely related. However, I would love the ability to increase attack animations without making my character walk faster. I would be able to play on a higher animation speed, but I would also still be able to use WASD to walk around without accidentally hitting traps or getting into other such trouble. I could see this as a checkbox option in the menu. If enabled it would change the behavior of - and = to not affect movement speed. Or perhaps it should be two independent settings. I can imagine a situation where I want to keep the animation speed high, and raise the move speed occasionally to get around faster when backtracking.
This is similar to my request in a different thread to remove/disable animations entirely. It is a Roguelike. I never play Roguelikes for pretty animations. I tend to think that when you increase the animation speed and you start accidentally double moving that it is a bug. As for how hard it is, I honestly have no idea.
