The anvil of krong can still add the wand affinity stat to items, even though that stat is now useless.
This has been mentioned in countless of other threads. Also, it's not restricted to anvils, you can (and most likely will) get it from chests of evil/uberchests/inconsequentia as well. I'd imagine that the devs are aware of this by now.
