bandits slaughtering military, which stay passive.

    I have had a bandit kill 2 of the soldiers (quit after that), which just kept retreating, and didn't receive any support from their comrades.

    Granted i had set the bandit policy not to be aggressive, but it says they will retaliate if fired upon.

    Am I doing something wrong ?

    Nope. Bandit/Military logic has been funky the past couple of revisions.
