I thought this issue would be fixed by now. However, it seems maybe it's just a very minor bug or small but that nobody noticed it and it seems to have only got much worse.

Basically I noticed when Steam Workshop was first introduced I could not get mods to show up in the mod list. Even though I downloaded them and they were in the right directory. After some fiddling and frustration I decided to change my System Locale from Japanese (Japan) to English (United States) and everything seemed to work perfectly fine after that. This isn't the first game to have this issue and thus I this is one of those things I typically will check. Sometimes games get fixed and sometimes not.

As for it getting worse it seems that when I first bought DoD awhile ago my Saves worked fine and this wasn't effecting them. At this point I cannot Save, Load or Use Mods anymore. Which means the game isn't even playable for me. It's unfortunate and perhaps it's not a problem with the game but something on my end. No, I can't change my System Locale permanently to English (US) because it breaks a lot of software installed on my PC and switching between them becomes a hassle. Maybe there is a simpler fix or the developers could take a look at what's causing it. I'm not sure why it's having this problem.. so any insight would be wonderful.

I apologize if this is a known issue as well.

I've had exactly the same problem, though I'm using Windows XP SP3 with Russian locale. Switching to English locale eliminates the problem (but anyway there's a bunch of annoying bugs and crashes spoiling my gameplay; can't tell if it's because of manipulations with system locale).

This is certainly still on the todo list (and requires some work) but I don't know why the workaround would suddenly stop working.

Workaround? What workaround are you referring to? Switching System Locale? Well that works fine still, at least I didn't encounter anything or is there a community workaround that I'm unaware of? ;)

I reckon the "workaround" was supposed to be DoD using simple ASCII instead of UTF-8 for saving when it was not possible to use it. No idea if I'm right, though (probably not).

Hrmm, so I guess my only solution is to change my system locale every time I want to play until a more official fix is implemented? :(
