I think that's a feature (well, ish anyway); ingot press crafts work off of either tinkering or blacksmithing (because ingots are used for both). They only show the tinkering icon.
No, this seems like a graphical bug, considering the 0 tinkering skill is still causing the alleged 4 tinkering requirement to light up with a checkmark.
