Does the reason have anything to do with the fact that the wand stat you randomly get from Kronging/on artifacts doesn't work? Because that wand stat is Wand Lore, which got (Mostly) switched out for Wand Crafting (Which does work) when they changed wands from the old semi-luck-based system to the new charge-based system.
