I've had this too, but I'm on Windows, so I'm not sure if it's the same issue I only get it after switching around the resolutions and the full-screen settings, it's aligned properly if I'm on full-screen and my native resolution You can get everything on-screen if you click the little square icon in the top-right hand side corner of your character portrait, this toggles between "stretch" and "aligned"
I think only certain resolutions support seeing the full thing of the 2X hotbar. It doesn't scale in between those two extremes.
I have a similar issue where the skillbar itself is completely displayed but the menus for switching out the last few skills run off the side of the screen when you open them
