Open the prestige menu? I finally got my game working, but can only find minimal documents. I would love to be able to use the prestige goodies when I need them, rather than whenever the pop up randomly appears.
Prestige is only usable when the opportunity arises, not on demand. Some events like lower class immigration allow spending it to get different options as well.
Prestige has been moved to the foreign office as of 45A if you're on the experimental branch. If you're on the default build, you have to wait for the event to appear.
