I had something spawn on the same spot of a M/AoE (and this should probably be a separate bug) and I was unable to activate the thing below. The message that the M/AoE gives is pretty uninteresting and useless but it prevents me from getting something that ends up under it.
Use knockback effects to separate them. But yes it's a bit annoying when that happens. (Same thing with vending machines, that also have priority).
Confiscate Evidence of the Magical Law skill tree can also alleviate this if you don't have any knockback things.
