If you open the overseer overview with the overseers button while unpaused (at least) three misbehaviours of the gui occurs. Clicking on fishpeople only allows dissect, as soon as the overview is closed you can butcher, dissect or dump them again if you click on a building the overseer will block the building menu completely if unpaused, if paused you need two clicks instead of one to open the building menu clicking in item does not bring up forbid/claim menu choices
