Random frame drops, wondering what could be cause and how to improve

Hey everyone, not sure if I've posted on this forums below, but was having some difficulties getting a solid 60 fps. Running a 8 core 4 gigahertz cpu, 12 gigs of ram and a GTX 960 ftw yet still getting random framerates every move making the game at times unplayable : C.

Would greatly appreciate any know how someone might have.
