See where the lockpicks are? Note, that they can only be put into those spots manually, items won't go into those slots by dropping them on character. Items don't seem to be lost when saving/loading game or opening/closing inventory. I found this bug hilarious.
They actually count as the first slot in the next row so they (unfortunately?) aren't free slots. Old bug, has yet to be fixed though.
