So, how is the Foreign Office supposed to work anyway?

I assigned a workcrew to the office, gave them some wonderful standing desks yet I cannot see any Bureaucracy being fulfilled. No point growth with any faction either.

 

Turn off hauling so they don't waste time doing that. You'll get points faster.

 

I think you also have to select for whom the workcrew is creating paperwork. Click on the big square icon representing the empire to instruct them to work towards those goals.
