The cost/value ratio for carpets should be better

I understand that carpets/rugs were overvalued when they provided a +4 quality boost. However, the two are not equivalent. Although neither will block movement (the quality which led to their reduction in value), they do both block module placement. The carpet, with its larger footprint, should give some sort of larger benefit than the lowly rug.

Carpets and rugs cost the same though.

They do, and they give the same quality benefit. Yet a carpet has a 2x3 footprint versus a rug's 2x2 footprint.
