Aldin made a very good point in the New Patch Feedback thread: buffs like the ones from Berzerker Rage are pretty sweet on DL1...and pretty meaningless by DL4. So in addition to all of Null's amazing visions for the potential of future XML (i.e. specifying which stat any given ability will factor on so that you can make melee abilities add a fraction of Melee Power instead of Magic Power, etc.), I'm going to add one more request: make PrimaryBuff and SecondaryBuff amounts factor like damage does. Poof! Instant solution to the useless-buffs problem. Thank you!
