Yeah, I believe there was some vigorous re-fixing of terrain transitions to correct this.
(We have since identified and should be correcting the issue at hand.)
This is not the case; it just sets the Bandits to hostile if they weren't already. Yeah, we default to default 'til 49A (or thereabouts).
