This is know and will be fixed as of 1.07
Marak is correct. Either way in 1.07 weapon penalties are getting removed.

Oh, that's a feature then. It's always been that way, you can get named monsters a level or two higher than the floor you're on.

I believe they said Elvish was even easier with 1.07, but didn't mention how and I haven't actually tested it out yet.
I'm pretty sure that's actually the countdown till next mana cost (1 mana every 6 turns) hence why it has a mana icon
Melee only, and there's no penalty for using a crossbow even if you don't have the skill.

Funny enough it used to be there, enough that if you had a single point negative of resistance (from a curse for example) enemies would do more...
Technically that sheet is sort of abandoned (and it wasn't official) but I don't know about in the future. Right now the best ways to report bugs...
One thing to keep in mind is piercing resistance however is the shit. A lot of enemies do piercing.
Chests autoloot when you open them now, this is extremely annoying as I rarely want to pick up chest items unless they're good.
You know, that could be a cool crafting skill altogether too. Disassemble equipment for mats and general items.
