My main is the Sniper. He is level 37 or so. I have a Soldier too, but I honestly do not remember what level he was. Probably twentyish. I can make a new character if needed.
Lower 30 before the scrapyard? Prepare to roflstomp anything to come. You won't have too much fun tbh.
Ehh, I actually like being able to roflstomp things. Most of the DLCs scale to your current level anyway, so it's not like I can't be challenged if I actually want to be.
